You cannot get Gogo until your ship has been modified by Cid and Mid to also be able to go underwater. This will be towards the last part of the game.
Once underwater, you need to go to an underwater tower. This tower is the underwater entrance to the Crystal Palace.
It is located on the southern side of the continent that is just north of the center of the world map.
Get out of the main crystal room:
Down 1, Right 3, Down 5, Left 3, and Down all the way.
In this room:
Right 2, and Up 1, to fall into a new room.
In this room you fell into:
Down 4, Left 2, and Down all the way to get to a new room.
From there:
Down all the way, Right 1, Down 1, Right 1, and Down all the way.
Now go:
Left 2, Down 1, and Left all the way.
Go:
Up 2, Left 1, and Up all the way.
Now go:
Left 1, Up 1, Left 1, Up 1, Left all the way, and Down 2, to get to a new room.
Now go:
Down all the way to get to a new room.
Then go:
Down all the way to get to a new room.
Then go:
Down all the way to get to a new room.
Go:
Down all the way, Right all the way, and Up all the way.
Then:
Left all the way and Down all the way to get to a new room.
From there:
Down 1, 1, Up all the way, Right 1, Up 1, Right 1, Up 1, Right 2, Down 2, to get to a new room.
From there:
Down all the way.

Hit "A" to pick up the chip and fight Gogo. If you don't fight, then he won't attack. He'll get impatient and give up. You'll win the battle, recieving the Job/class "Mimic".
